There are 864 restaurants that accept EBT in Arizona – and we’re talking about the food stamps part of EBT, not the cash side.
That’s because the Restaurant Meals Program, which is part of the federal food stamps law, allows certain SNAP shoppers to use their food benefits to purchase hot, ready-to-eat meals from local restaurants, fast food establishments and even food trucks that are set up to process EBT payments.

Papa Murphy’s Accepts EBT from Everyone
There are some restaurants, like Papa Murphy’s, that always accept EBT. That’s because these take-and-bake pizzerias do not cook the food on site, so they are treated more like grocery stores than actual restaurants.
Other restaurants that are located inside grocery stores may also be able to accept EBT. For example, a Starbucks customer service representative told us, “Starbucks, as policy, does not accept food stamp cards for payment at its company-operated stores. However, some of our licensees, particularly those within grocery stores, may accept these for payment.”
For most EBT users, that’s where their restaurant privileges stop. However, there’s an interesting loophole called the Restaurant Meals Program that allows people to use their benefits at restaurants and fast food establishments like McDonalds, Subway and more!
About Arizona’s Restaurant Meals Program
Of course, most of us have been told that SNAP benefits can only be used for cold food and groceries. That’s true in most cases. However, there’s a nifty little loophole in the law called the Restaurant Meals Program that allows certain people to buy hot, ready-to-eat meals from local restaurants with their SNAP benefits.
I vividly recall my surprise the first time I noticed a fast food restaurant displaying a sign indicating they accepted SNAP benefits. After all, I had used SNAP for years and I had never heard of anything like this before. In areas like Phoenix and Tucson, though, it’s a common practice.
That’s because the Restaurant Meals Program is part of the federal food stamps law. Each state can decide whether or not to participate in it. My state didn’t, but Arizona does!
What is the Restaurant Meals Program?
This program allows certain EBT recipients to buy hot, ready-to-eat meals from local restaurants, fast food establishments, food trucks or eateries.
When you participate in the Restaurant Meals Program, you’ll be able to swipe your food for hot meals at participating food establishments. Just like when you buy groceries, your benefits will pay for your meal and you’ll even get a balance printed on your receipt!
The Restaurant Meals Program is an option that states have under the federal food stamps law but most states haven’t enacted it yet. Arizona was one of the first states to take action on this. That’s why there are so many restaurants that accept EBT in Arizona!
Who can buy meals at Arizona’s restaurants that accept EBT?
In most cases, you need to be eligible for the Restaurant Meals Program in order to purchase these meals.
That means that you need to meet at least ONE of the following requirements:
- You must be at least 60 years old; OR
- You must be disabled and receiving disability compensation; OR
- You must be homeless
It is very important to understand that this program is only intended for those who cannot prepare their own meals at home.
How can you buy restaurant meals with EBT?
If you are eligible, your caseworker will enable the setting that allows you to pay with EBT at restaurants. If the transaction is declined and you believe that you are eligible, you’ll need to contact your caseworker for details.
Once your setting is enabled, you can swipe your EBT card at the restaurant just like you do at the grocery store. Your hot food will be covered. When in doubt, you can always ask the cashier what items are EBT-eligible!
What restaurants accept EBT near me?
That’s the question everyone wants answered but it’s a little complicated. That’s because each restaurant location is evaluated separately.
This means that just because one Subway or McDonald’s in Arizona accepts EBT, it doesn’t necessarily mean that every branch of these chains in the state will do the same. In fact, you might come across a situation where one restaurant location in a town accepts EBT, while another location of the same chain within the same town does not.
The decision to accept EBT payments is made independently by each restaurant. When they decide to participate, they have to go through a rigorous certification process with the state and it can be overwhelming and time-consuming to get approval. This is why the program varies from one place to another, even within the same franchise or chain.
To make it easy to find the restaurants that accept EBT near you, we’ve presented this information in three ways: organized by restaurant, organized by city, and then organized into a database where you can conveniently search for nearby addresses. We’ll email you the database when you subscribe to our email list.
This information is based on the latest report by the Arizona Department of Economic Security and is updated often. However, DES has stated that this information is subject to change at any time and without notice. We’ve included the phone numbers below so that you can contact the restaurant before you order your food.

Can I order food from fast food restaurants online with the EBT in Tucson Arizona?
Hi Alisha. There are restaurants in Tucson that accept EBT. We don’t know how many of them (if any) currently also have their systems set up to accept EBT online. Most will only be in the restaurant.
In the same manner that retail outlets put signs up claiming “out of service” on their bathroom doors because they didn’t want to clean up after the influx of humanity during the pandemic, these same retail outlets plaster crude signs proclaiming “EBT down” on their doors to discourage patronage by people that can’t pay in the familliar way. Accepting EBT payments is apparently frought with fees and delays that retailers outside of grocery stores despise. Or they despise people that use EBT cards…..
How sad that a govt. nutrition program doesn’t include healthier option restaurants like chipotle, Rubios, etc.

In Tucson you need to add Papa Murphys Puzza! You will have to cook it , tho I’m told for a dollar or two they will cook it for you.
