About the Restaurant Meals Program

The Restaurant Meals Program is part of the federal food stamps law, but it’s optional. States choose whether to offer it. States like California and Arizona have run their versions for years.

Illinois launched its program in 2022 as a pilot in a few Chicago zip codes plus Franklin County. Since then, the state has made the program permanent and is working to add more participating counties and restaurants over time. That means the list of restaurants that accept EBT in Illinois should keep growing.

Who Is Eligible for Illinois’s Restaurant Meals Program?

o qualify, you must already be eligible for SNAP in Illinois. On top of that, you need to meet at least one of the following:

• You’re 60 or older; OR
• You’re disabled, as determined by a government entity, or you’re the spouse of someone who qualifies this way; OR
• You’re experiencing homelessness, meaning you don’t have a consistent nighttime residence, or you’re staying with someone else temporarily (90 days or less)

You can prove a disability with documentation like Supplemental Security Income, Social Security Disability Insurance, VA disability benefits, or Railroad Retirement Disability Benefits. If you don’t have any of those, the Illinois Department of Human Services Client Assessment Unit can make a disability determination for you.

This program is meant specifically for people who can’t prepare their own meals at home, so eligibility is enforced carefully.

How Does the Restaurant Meals Program Work in Illinois?

If you’re eligible, your caseworker enables restaurant purchases on your account. It isn’t something you apply for separately. If you believe you qualify but transactions keep getting declined, contact the IDHS Customer Help Line to check whether the feature is active on your account.

Once it’s turned on, you simply swipe your Link card at a participating restaurant, just like you would at the grocery store. A few important rules:

• You can only buy EBT-eligible food, so no alcohol, even at a restaurant
• Restaurants can’t charge you tax or tip on these purchases
• Delivery orders don’t qualify, only in-person purchases

This program doesn’t add extra money to your SNAP benefits. You’re still working within your existing monthly amount.
