There are several low-cost clinics and resources available throughout the state of Rhode Island dedicated to helping cover vet care costs by providing access to veterinary care grants, low-cost pet clinics, free spay/neuter services, discounted microchipping, free pet food, free boarding, and more!

Pets In Need Veterinary Clinic, East Providence, RI 

The PIN veterinary clinic offers assistance exclusively to the pets of the elderly, disabled, and low-income Rhode Island residents. Interested pet owners must schedule an appointment ahead of time and provide documentation upon arrival. 

To qualify for support, it is required for pet owners to meet the following criteria:

  1. Be a recipient of assistance through one or more valid state or federal programs
  2. Be a Rhode Island resident

Those who are temporarily disabled or currently unemployed will not qualify. Assistance will not be provided to those who are unable to provide proper documentation as well.

The PIN veterinary clinic is partnered with the RISPCA and RIVMA.

RIVMA Companion Animal Foundation, Providence, RI

The Rhode Island Veterinary Medical Association (RIVMA) Companion Animal Foundation (CAF) provides every day services to pet owners who are elderly, disabled, or on a fixed income. Their mission is to provide funding to sick and injured pets for the cost of treatment. 

In order to qualify for support from RIVMA CAF, pet owners must meet the following criteria:

  1. Be a Rhode Island Resident
  2. Receive assistance from one or more state or federal programs
  3. OR have an income at or below 150% of federal property guidelines

If you are eligible for this program, there are two program options available for pet owners who do and do not have a regular veterinarian. Those seeking assistance with spaying or neutering costs are asked to complete an application for the RIVMA spay and neuter assistance program (SNAP). This is also a state-wide program.

Hands that Heal Rhode Island, Providence, RI

The Hands that Heal Rhode Island organization is passionate about providing assistance to needy pet owners in order to ensure that no animal is neglected due to financial circumstances. They believe that every pet deserves a happy, healthy, and loving home.

To receive help, pet owners are asked to complete an application, where guidelines are explained in full, and meet the following criteria:

  1. Be the pet’s owner
  2. Be at least 18 years or older
  3. Agree that you do not breed your pets for sport or profit 

Marvin’s Miracles, Riverside, RI 

Marvin’s Miracles is a fund set up by the Rhode Island Society for the Prevention of Cruelty to Animals (RISPCA) to provide assistance to neglected, abused, and mistreated pets and other animals throughout the state. This program helps to cover medical costs for elderly and disabled pet owners to ensure that they can stay together regardless of financial circumstances. Most of these proceeds and donations go towards the PIN veterinary clinic. 

Compassionate Care Veterinary, Cumberland, RI

The Compassionate Care Veterinary offers discounted rates for established clients, i.e. seen at least once at this office and up to date with all vaccinations. Pet owners should be qualified based on the following:

  1. Active Military Service – 10%
  2. Multi-Pet (3 active clients) – 10%
  3. Rescued pet from RI shelter – 20%, good for 6 months only
  4. Senior Citizen (age 62+) – 10% 

Providence Animal Rescue League, Providence, RI

The Providence Animal Rescue League (PARL) is a private, non-profit organization dedicated to serving the community by providing rescue and relief services for the welfare of pets and other animals. This organization offers affordable spay and neuter programs as well as a no-cost Pet Food Pantry. In order to qualify for the spay and neuter program at a discounted rate, pet owners must do the following:

  1. For cats, owners must complete an online appointment request application.
  2. For dogs or rabbits, owners must contact the surgery department directly via telephone.
  3. They will then need to provide proof of state disability insurance or supplemental security income as well.

To qualify for the six month temporary food assistance program, owners must do the following:

  1. Complete the information form
  2. Acknowledge assistance guidelines with signature (noted below as follows)
  3. Be the pet owner, over 18 years old
  4. Provide picture identification and proof of state and/or federal assistance

Only one application is allowed per household with a maximum of three pets. Denial or termination of assistance is under the discretion of the organization on a case-by-case basis.

The Potter League is an “open admission” shelter with a mission to help as many pets and animals as possible. Their spay and neuter clinic partners with other organizations to provide free or reduced prices for the services. The two programs are made available as follows:

  1. Central Fall Residents – This grant allows cat owners in the area to receive free surgery, vaccination, microchipping, and transportation. 
  2. Pit Bull type dogs – Reduced pricing for spay or neuter surgeries.

The shelter should be contacted directly to set up appointments and to receive more information regarding these programs. The subsidized pricing provided by this clinic offers high quality services that may cover all fees for cat or dog vaccinations as well.

Greenwich Bay Animal Hospital, East Greenwich, RI

The Greenwich Bay Animal Hospital is a small, full-service veterinary center. Currently, this establishment does not offer any incentive or discounted rates. However, there is a Protection for Life Program that consists of a one time enrollment fee that ensures that pets will receive free core vaccinations for life. Non-core vaccinations will also be discounted by 40% of the cost. Enrolled pets are required to receive a wellness examination at least once a year. This is a nonrefundable program and cannot be transferred to a new owner or another pet. 

Ocean State Veterinary Specialists, East Greenwich, RI

The Ocean State Veterinary Specialists (OSVS) is a for-profit center that focuses on doing what is best for your pet by providing substantial services and offers less-expensive funding options for pet owners. The foundations offered by the center consists of the following:

  1. The Paris Fund – Helps clients who need a small amount of financial assistance to cover leftover costs that they are unable to pay for themselves.
  2. John Montanaro Oncology Fund – Created to ensure that cancer care and treatment is made more affordable based solely on donations.
  3. Companion Animal Foundation (CAF) – A non-profit organization created to help low-income pet owners cover veterinary costs they cannot afford.

Hill & Harbour Veterinary Center, East Greenwich, RI

The Hill & Harbour Veterinary Center is a full service small animal practice focusing on surgery, dental care, and overall pet wellness. They are dedicated to providing exceptional care and commitment to compassion. This center offers enrollment for the Prevention Plus Club (PPC), a program that allows clients to save money annually, includes two complimentary sick visits, and a 5% discount on products and services for costs not covered by the program. Essentially the PPC covers wellness exams, all vaccines, wellness blood work, heartworm preventative and flea and tick preventative. The total cost for all included services is broken down into equal payments over the course of 12 months. 

The center also offers a discount for active military members and their families. 

Titan Veterinary Services, Warwick, RI

The Titan Veterinary Services is a full-service veterinary care center that offers services including exams, vaccinations, surgical procedures, laser therapy, and more. This clinic emphasizes preventative care and lifelong relationships by offering monthly specials on services and products. In order to make care more affordable and accessible, this clinic provides financial assistance through a number of different organizations including:

  1. RISPCA, Marvin’s Miracles – This is a non-profit organization that relies solely on community support in order to create affordable care for low-income clients.
  2. RIVMA, Companion Animal Foundation – This foundation requires pet owners to live in the state of Rhode Island, have income at or below 150% of the poverty guidelines and/or provide proof receive state or federal assistance. There are two options for pet owners who do and do not have a regular veterinary.
  3. Friends of Animals in Need – This is a volunteer group with a mission to assist pets and owners overcome financial burdens by covering costs for pet food and veterinary care. Pet owners must first complete a CreditCare application, it is not necessary to be approved, and then complete an assistance application to qualify. Documentation is required regarding any state or federal assistance as well.

It should be noted that each of these organizations has a selective process that clients/patients must fulfill directly in order to secure funding.

The Eye Care for Animals clinic is an innovative ophthalmic organization that provides veterinary eye care for pets. This clinic offers financial assistance through a program known as ScratchPay, a simple and affordable payment plan for pet owners that does not affect credit scores and can quickly be completed online via mobile phone, tablet, or computer. 

Big River Veterinary Services, West Greenwich, RI

The Big River Veterinary Services is a center that focuses on veterinary orthopedic surgery. This center is very passionate about offering the best care available for animals and pet owners alike. Specialized in-house equipment and services include ultrasounds, therapeutic laser treatment, digital radiography, and more.   4. The Marvin Fund – Known now as Marvin’s Miracles, this program helps to cover medical costs for elderly and disabled pet owners to ensure that they can stay together regardless of financial circumstances.

South Bay Veterinary Clinic, Narragansett, RI

The South Bay Veterinary Clinic (SBVC) is a community based clinic that provides year-round care to the area and neighboring towns.
