If your electric bill is past due, or you’ve already been disconnected, there’s a program that might be able to help — even if you don’t have a shutoff notice in hand. It’s called Dynegy Energy Aid, and it’s open all year through Dollar Energy Fund.
What Is Dynegy Energy Aid?
Dynegy Energy Aid is a bill payment assistance program that uses donated funds to help customers of certain electric utility companies in Pennsylvania, Ohio, Illinois, and Massachusetts. Unlike some assistance programs that only step in once your service is already shut off, this one is specifically meant to help before things get that far — as well as after.
Money from an approved grant is sent straight to your utility company and applied to your account. You never touch the funds yourself.
The program is open from January 1 through December 31, and grants are given out on a first-come, first-served basis while funding lasts. That means the earlier you apply, the better your chances.
Do I Need a Disconnect Notice to Qualify?
No. This is one of the most important things to know about this program: you do not need a disconnect notice to apply. If your bill is past due, under threat of disconnection, or already disconnected, you may qualify. You don’t have to wait until your power is about to be shut off to ask for help.
Which Utility Companies Are Included?
This program only works with certain electric utilities. If your provider isn’t on this list, this specific program won’t apply to you, but Dollar Energy Fund runs other programs that might.

What Counts as an Emergency?
This program is meant for people facing a real financial crisis, not just a routine bill you’re behind on for no particular reason. Situations that generally qualify include:
- Losing your job
- Being unable to work because of illness or injury
- Facing high medical expenses
- Having your utility service terminated or threatened with termination
- Other serious circumstances that put a child or vulnerable adult at risk
You’ll also need to show that you’ve already tried other resources before turning to this program.
How Much Money Can I Get?
The maximum grant is $350. That said, every household’s situation is different, and grant amounts are decided case by case based on need. You can only receive one grant per utility during the grant year (which runs from January 1 through December 31).
One important catch: if your service is already off, or about to be shut off, and $350 isn’t enough to actually restore your service or stop the disconnection, your application will be denied. In that case, you’d be notified that you need to come up with the rest of the amount owed before you can be considered for help.
Also keep in mind that these funds cannot be used for security deposits or reconnection fees — only toward the bill itself.
Who Can Apply?
To be eligible, you’ll need to meet a few basic requirements:
- Your account must be for a residential home or apartment. Commercial accounts, “cooking only” accounts, and apartments with shared utility service don’t qualify.
- The name on the utility account has to belong to an adult who currently lives there.
- Your household income must fall at or below 400% of the Federal Poverty Level.
How Do I Apply?
You can apply directly online through the Dynegy Energy Aid application portal. Since funds are limited and handed out first-come, first-served, it’s worth applying as soon as you know you need help rather than waiting.
