If you get SNAP in Rhode Island, you might be able to use your EBT card to buy a hot meal. Not everyone can do this. But if you’re 60 or older, living with a disability, or without a steady place to stay, it’s worth a few minutes of your time.

It’s all thanks to the Restaurant Meals Program. This part of the federal food stamps law lets certain SNAP shoppers use their food benefits on ready-to-eat meals at approved restaurants that accept EBT. Rhode Island’s list is short, and it’s mostly Subway locations. Still, a hot meal you don’t have to cook yourself can make a hard day a little easier.

The Low Income Relief team has spent over 10 years digging into every loophole and perk you can get with SNAP benefits. While you’re here, check out our guide to over 1,000 EBT discounts too.

What is the Restaurant Meals Program?

Most of us have been told that SNAP only covers groceries and cold food. That’s true almost everywhere. The Restaurant Meals Program is the exception. It’s optional, so each state decides whether to offer it, and Rhode Island is one of only a handful of states that does.

When you’re eligible, you swipe your EBT card at a participating restaurant just like you would at a grocery store. Your SNAP benefits cover the meal. It won’t add extra money to your account or lower your monthly benefits. It simply gives you one more place to use them.

Who qualifies for Rhode Island’s Restaurant Meals Program?

You need to be getting Rhode Island SNAP benefits. Your household also has to fit at least one of these groups, according to the Rhode Island Department of Human Services:

    • Older adults: Everyone in your SNAP household is 60 or older, or it’s an older adult and their spouse; OR
    • People with disabilities: Everyone in your household has been found disabled by a government agency, or it’s a disabled person and their spouse; OR
    • People experiencing homelessness: You don’t have a fixed, regular place to sleep at night. This includes staying in a shelter, a halfway house, a place not meant for sleeping, or in someone else’s home for 90 days or less.

A household can also mix older adults and people with disabilities, as long as every member fits one group or the other (or is the spouse). This is the part that trips people up. If you’re 67 but share a SNAP case with an adult child who isn’t disabled, your household usually won’t qualify. The program is meant for people who may not be able to cook for themselves, so the rules look at the whole household, not just one person.

How do you sign up to use EBT at restaurants?

Here’s some good news. In Rhode Island, you don’t have to fill out a separate application. If you already get SNAP and meet the rules above, no extra paperwork is needed.

If you’re not sure whether your household counts, reach out to your SNAP eligibility worker or your local DHS office. They can look at your case and tell you if restaurant meals are turned on for you.

How do you pay for a meal with your EBT card?

Look for a sign on the door or window that says “Participating Restaurant: SNAP Restaurant Meals Program” with a fork and knife logo. The cashier will run your EBT card through their machine, the same way a grocery store does, according to DHS.

You won’t need to show an ID. All you need is your EBT card and your PIN. The restaurant also isn’t allowed to charge you a tip or sales tax on the meal, and your receipt will show your remaining SNAP balance, per the DHS program Q&A.

If your SNAP balance is too low to cover the whole meal, you have options. You can tell the cashier you’d like to split the payment between SNAP and RI Works cash benefits, or you can pay the rest with cash or a card. You can check your balance ahead of time on your last receipt or at ebtEDGE. If your card gets declined at a participating restaurant and you think you qualify, contact your SNAP eligibility worker or EBT customer service so they can check your account.

Keep in mind this only works in Rhode Island. You can’t use the program at restaurants in other states, even ones that offer their own Restaurant Meals Program.

Why doesn’t every Subway in Rhode Island accept EBT?

This confuses a lot of people. Each restaurant location has to be approved on its own, even if it’s part of a big chain. A restaurant has to be approved by the state and authorized by the USDA before it can take SNAP for meals.

That means one Subway in your town might accept EBT while another one a few miles away doesn’t. It often comes down to whether that location’s owner chose to go through the approval process.

This is also why the list below can change. Restaurants join, and sometimes a location drops out. We update this page using the latest information from the Rhode Island Department of Human Services, but it’s a good idea to call the restaurant before you go if you can.
