If your Dallas home needs a new roof, working HVAC system, electrical repairs, or another major fix you can’t afford, mark your calendar.
The City of Dallas Home Improvement & Preservation Program, known as HIPP, is opening applications for its Major Systems Repair Program from October 5 through October 16, 2026.
Eligible homeowners can receive a forgivable loan of up to $24,000 for qualifying repairs.
Here’s what you need to know before the application window opens.
What Is the Home Improvement & Preservation Program?
HIPP is a City of Dallas home repair program currently administered by Volunteers of America Texas.
The Major Systems Repair Program helps qualified low- and moderate-income homeowners address essential repairs that can affect the safety and condition of their homes.
Eligible repairs can include:
- HVAC repair or replacement
- Electrical repair or replacement
- Plumbing repair or replacement
- Roofing
- Exterior cladding
- Accessibility repairs
VOA Texas is responsible for program operations including homeowner intake, eligibility verification, property inspections, contractor coordination, and construction oversight.
How Much Can I Get?
Qualified homeowners can receive assistance in the form of a forgivable loan of up to $24,000.
This isn’t a traditional home improvement loan where you simply borrow money and make monthly payments.
However, because the assistance is structured as a forgivable loan, homeowners should carefully review the program documents and any conditions attached to the assistance before accepting it.
The program is intended for necessary home repairs rather than cosmetic remodeling or general home upgrades.
Who Is Eligible?
The current program requirements include several conditions that must be met together.
You must:
- Own and reside in the home
- Have a home located within the City of Dallas
- Have household income below 80% of Area Median Income
- Have homeowner’s insurance
- Be current on your mortgage, if applicable
- Be current on your property taxes
- Be a U.S. citizen or permanent resident
These aren’t alternative ways to qualify. Applicants need to meet the applicable program requirements.
What Are the Income Limits?
Your household income must fall below 80% of Area Median Income, or AMI.
VOA Texas currently lists these limits:
- 1-person household: $67,850
- 2-person household: $77,550

What Documents Do I Need?
VOA Texas currently tells applicants to provide:
- A fully completed application
- Driver’s license or state identification card
- Social Security cards for household members or permanent resident card, as applicable
- Property deed
Additional information may be needed as your eligibility and property are reviewed, so it’s a good idea to start gathering your housing and financial records before the application period begins.

Applications will only be accepted from October 5 through October 16, 2026.

Do I Need to Apply on October 5?
You don’t necessarily need to submit the first day.
The official application period runs through October 16, 2026, and the current VOA Texas instructions don’t say that applicants who submit earlier in the window receive priority simply because they applied first.
Still, this is a short application period, so gathering your documents ahead of time can help you avoid missing the deadline because you’re waiting for paperwork at the last minute.
Is This Open Right Now?
Not yet.
Applications open October 5, 2026, and the application period closes October 16, 2026.
That gives eligible Dallas homeowners a limited window to submit their applications.
VOA Texas and the City of Dallas are administering HIPP as part of a larger home repair initiative backed by more than $11.7 million in funding and expected to serve up to 449 Dallas households.
That doesn’t mean every applicant will receive assistance. Eligibility still has to be verified, and participation is limited to designated application periods.
