Catholic Charities Outreach Services
Catholic Charities can provide financial assistance to those who are struggling. Their case managers can provide immediate financial assistance to help with your utilities, rent or food.
WHO IS ELIGIBLE: You may be able to get financial assistance if you have received a disconnection notice.
HOW TO GET HELP: You will need to contact Catholic Charities and work with a case manager to apply. Call their office during business hours on weekdays to schedule an appointment.
Concho Valley Community Action Agency
The CVCAA offers utility assistance funded by various sources. Households must meet eligibility requirements to receive assistance for electric, gas, propane, and receive energy-saving and budgeting education. This assistance is available in several counties, including Tom Green, where San Angelo is located.
WHO IS ELIGIBLE: You may be able to get help from CVCAA if you live in their service area and meet their income limits.
HOW TO APPLY: Interested applicants are encouraged to fax, email, or mail their applications. It is important to include all eligibility documents listed on the application. The processing time may take several weeks
Government Utility Assistance
Texas has combined all the different LIHEAP programs into one Comprehensive Energy Assistance Program (CEAP). This program can help you pay your San Angelo utilities or even reduce your future bills!
The LIHEAP component can put a certain amount of money directly toward your San Angelo utilities if you are eligible. These payments offer effective short-term relief on your past-due bills.

WHO IS ELIGIBLE: This organization only helps Air Force and Space Force members and their eligible dependents. Guard, Reserve, and Retired members may also be eligible. In some cases, widows, widowers, and dependent-aged children of deceased Air Force or Space Force personnel may also be eligible.
HOW TO GET HELP: You can apply for assistance on the AFAS online portal. It takes 24-72 hours to get a response after filing your application. Once your application is processed, you will have to discuss your situation with a caseworker and submit additional documentation as requested.
Salute America’s Heroes
If you are a post-9/11 disabled American Veteran, you may be able to get emergency financial assistance from Salute America’s Heroes. This program can help you pay your utility bills, including your gas, electric or water bills. They can also help with internet, cable, phone, housing payments, car payments and more!
WHO IS ELIGIBLE: This organization serves military veterans who served after September 11, 2001, and have a disability rating with the VA.
HOW TO APPLY: You can fill out on their online form or send an email to Salute America’s Heroes for details.
Operation First Response
Wounded active duty military members and disabled veterans may be able to receive assistance with utilities, rent, vehicle payments, groceries, clothing and more.
WHO IS ELIGIBLE: Disabled veterans, Gold Star Families and First Responders may be able to get financial assistance from OFR. Veterans must have served for at least 6 months on Active Duty and have a disability rating of at least 50% unless they are currently attending an in-patient PTSD treatment program.
HOW TO GET HELP: Veterans and First Responders can use the information on the OFR website to initiate their application. You may need to have a case worker, VA representative, or someone in your chain of command apply on your behalf.
Texas National Guard Family Support Foundation
The Emergency Assistance unit provides grants and loans who can assist with short-term living expenses such as utilities, rent, child care, food, auto repairs, medical/dental needs, financial education counseling and more.
WHO IS ELIGIBLE: You must be a member of the Texas Army or Air National Guard.
HOW TO GET HELP: Download the application from the organization’s website and email it to the email address listed on their website. After the email is sent, make sure to follow up with a phone call. Remember that the organization will only accept fully completed application packets.

I moved to San Angelo from the DFW area a year ago. I have received assistance through Catholic Outreach, Christians In Action, and others. You can also apply online to Texas Utility Help and fill out the application and upload the required documents. I was able to receive assistance for future months.
