If you’re one of the thousands of Illinoisans who recently lost your SNAP benefits because of the new federal work requirements, take a breath. Help is on the way — and this time, you don’t have to fill out a single form to get it.
Illinois launched a brand-new program called FRESH (Families Receiving Emergency Support for Hunger) on August 1, 2026. It provides a one-time $400 payment for each eligible person who lost SNAP because of the new work requirements. No application. No interview. No stack of paperwork. If you qualify, the state finds you.
Here’s everything you need to know about the FRESH program, who gets it, and what to do if you think you’re eligible.
What Is the FRESH Program?
FRESH stands for Families Receiving Emergency Support for Hunger. It’s a temporary state-funded program created in Illinois’s Fiscal Year 2027 budget to help people who lost SNAP benefits specifically because of the expanded federal work requirements that took effect in 2026.
State lawmakers appropriated $70 million to fund FRESH, and it’s expected to help up to 175,000 Illinoisans who’ve been kicked off SNAP or seen their benefits reduced. According to Kate Maehr, CEO of the Greater Chicago Food Depository and co-chair of the Illinois Commission to End Hunger, FRESH is “the first program of its kind in the nation.”
In plain terms? Illinois is stepping in to soften the blow while people work to regain their SNAP eligibility.
How Much Money Will You Get?
Eligible individuals receive a one-time cash payment of $400 per qualified household member.
So if you have two people in your household who both lost SNAP due to the work requirements, your household would receive $800. If three people qualify, you’d get $1,200 — and so on.
The money is loaded onto your existing Illinois Link card as a cash benefit, which means you can:
- Use it however your household needs most
- Spend it anywhere Link is accepted (not just on food)
- Withdraw it as cash from an ATM
Who Is Eligible for FRESH?
You may qualify for a FRESH payment if all of the following apply to you:
- Your SNAP benefits ended or were reduced on or after May 1, 2026
- The loss was specifically because you didn’t meet the federal SNAP Work Requirement for Able-Bodied Adults Without Dependents (ABAWDs)
- Your SNAP benefits ended or were reduced because you no longer met the federal SNAP work requirements.
- You have not regained your SNAP benefits or had them reinstated
Even if other people in your household still receive SNAP, you can still get a FRESH payment for yourself if you personally lost benefits due to the work requirements.
Who Is NOT Eligible for FRESH?
- People who have already regained their SNAP benefits (though you may become eligible again if you lose benefits while FRESH is still active)
- People whose SNAP was cut or reduced for any reason other than the work requirements
Do You Need to Apply for FRESH?
No. There is no application process.
This is one of the best parts of the program. The Illinois Department of Human Services (IDHS) already has records of who qualifies. If you’re eligible, they’ll:
- Mail you a notice at your most recent address on file letting you know a payment is coming
- Deposit the $400 per eligible household member onto your Link card automatically
If you think you might be eligible but haven’t heard anything, check your mail carefully — and update your contact information with IDHS if you’ve moved. You can also call the IDHS Customer Helpline or visit your local Family Community Resource Center (FCRC) with questions.
When Will Payments Arrive?
The rollout depends on when you lost your SNAP benefits:
- Lost benefits in May, June, or July 2026? Payments began being deposited on Illinois Link cards on or after August 1, 2026.
- Lost benefits in August 2026 or later? Benefits are issued on the 16th day of the month in which the termination or reduction took effect (provided the person isn’t back on SNAP).
FRESH will continue issuing monthly payments to newly eligible households through June 2027 or until the $70 million in funding runs out — whichever comes first.
What If You Don’t Have Your Link Card Anymore?
No problem. If IDHS sends you a notice of eligibility but you’ve lost or thrown away your Link card, you can request a replacement two ways:
- Visit www.EBTedge.com
- Call 1-800-678-LINK (5465)
Request your replacement right away so you can access your funds as soon as they’re deposited.
Will FRESH Affect Your Other Benefits?
This is important: No. Receiving a FRESH payment does not count toward income or resource limits for:
- TANF (Temporary Assistance for Needy Families)
- AABD Cash (Aid to the Aged, Blind, or Disabled)
- Medicaid
So you can accept the FRESH payment without worrying that it will disqualify you from other assistance programs you may be receiving.
