If you live in Illinois and you’ve been dreading your winter heating bill, this is the guide for you, bestie. Illinois is opening its energy assistance program in two waves this year, and if you fall into a priority group, you get first dibs starting October 1, 2026. Everyone else gets their turn a month later. On top of that, there are utility bill discounts that could lower your monthly gas or electric bill even if you don’t qualify for LIHEAP. Let’s break down exactly who qualifies, when to apply, and how to make sure you don’t miss your window.
What Is Illinois LIHEAP?
LIHEAP stands for the Low Income Home Energy Assistance Program. It’s a federally funded program that Illinois runs through its Department of Commerce and Economic Opportunity (DCEO), and it helps eligible households with home energy costs.
This isn’t a loan you pay back. LIHEAP generally provides a one-time benefit toward eligible home energy costs, and the amount you get depends on factors such as your household size, income, fuel type, and energy needs.
Illinois also has utility discount programs layered on top of LIHEAP. So even if you don’t end up qualifying for LIHEAP, you may still qualify for an ongoing monthly discount on your gas or electric bill. We’ll cover both below.
The Two-Stage Application Opening: Who Applies When
Illinois splits its application period into two waves so households with certain priority needs can apply first.
Priority Opening: October 1, 2026
Starting Thursday, October 1, 2026, you can apply right away if your household fits any of these categories:
- an adult age 60 or older lives in the household; OR
- someone in the household has a disability; OR
- a child age 5 or younger lives in the household; OR
- your utility service has already been disconnected; OR
- you have a disconnect notice with a shutoff date within the next 7 days; OR
- you use propane for heat and have less than 25% remaining in your tank
If any of these describe your household, don’t wait until November. Apply as soon as the window opens on October 1, since assistance is available while funding lasts (Illinois DCEO).
General Opening: November 1, 2026
If none of the priority categories apply to you, you can still get help. Your application window opens Sunday, November 1, 2026, for all other income-eligible Illinois households (Illinois DCEO).
When Does the Window Close?
The application period runs through August 13, 2027, or until funding runs out, whichever happens first (Illinois DCEO).
Applications are handled first come, first served, so applying as soon as your window opens is a good idea.
Income Limits: Do You Qualify?
Illinois’ income rules depend on which utility company serves you.
- If you get your gas or electric service from Ameren Illinois, ComEd, Nicor Gas, North Shore Gas, or Peoples Gas, your household may qualify with combined gross income at or below 300% of the Federal Poverty Guidelines (Illinois DCEO).
- For households served by federally funded utility or energy vendors, the income ceiling is 60% of the Illinois State Median Income instead (Illinois DCEO).
For the five utilities using the 300% Federal Poverty Guidelines standard, DCEO looks at your household’s combined gross income for the 30 days before your application.
Because the exact dollar limit depends on household size and which income standard applies to your utility, check the current limits on the Illinois DCEO website when you apply.
What You Actually Get
A few different kinds of help are available depending on your situation.
LIHEAP benefit. LIHEAP generally provides a one-time benefit toward eligible home energy costs. The amount varies based on your household and energy situation, so there isn’t one flat dollar amount that every household receives.
For households that pay an energy vendor directly, LIHEAP assistance is generally applied toward the energy account. Households whose heating costs are included in their rent may receive assistance differently if they meet the program requirements.
Low Income Discounts. Illinois also has monthly Low Income Discount programs for eligible customers of participating utilities. These discounts are separate from the one-time LIHEAP benefit and can reduce eligible customers’ monthly gas or electric bills.
DCEO says households that don’t qualify for LIHEAP may still be eligible for savings through these Low Income Discount programs, so it’s worth checking even if you don’t receive LIHEAP.
New Ameren Electric Service Discount Program. Starting October 1, 2026, eligible Ameren Illinois electric customers can qualify for a new Electric Service Discount program. Instead of simply providing a one-time credit, the program bases the customer’s monthly electric payment on a percentage of household income (Illinois DCEO).
These programs are designed to reduce eligible home energy costs rather than provide unrestricted cash you can spend however you’d like.
What Documents to Gather Before You Apply
Having your paperwork ready before your application window opens can save you time. Illinois says applicants should be prepared to provide:
- proof of gross income from the past 30 days for household members age 18 and older
- proof that your household receives TANF or other benefits, such as Medical Assistance or SNAP, if applicable
- a copy of your most recent heating or electric bill issued within the last 30 days
- Social Security cards or ITIN documentation for household members who have them
- your rental agreement, if you rent and your heat is included in your rent
If someone in your household doesn’t have a Social Security number or ITIN, that’s okay. You can still apply. DCEO says to contact your local administering agency to find out what documentation is needed for your situation.
How to Apply for Illinois LIHEAP
- Go to Help Illinois Families during your eligible window: October 1 if you’re in a priority group or November 1 if you’re not.
- Submit the online Request for Services form, or contact the local administering agency that serves your county directly.One important thing to know: the Request for Services form is not the LIHEAP application itself. It sends your information to the appropriate local agency, which will then contact you with instructions for completing the application process.
- Have your income documents, recent energy bill, and other required household information ready when your local agency contacts you.
- Wait for your local agency to follow up. If you haven’t heard from the agency after three weeks, DCEO recommends contacting the agency directly.

If your utilities are already shut off or you have an active disconnect notice with a shutoff date, don’t wait on the online Request for Services form. Contact your county’s local administering agency directly so they can help you with the appropriate process.
A Quick Note on Timing
Because LIHEAP funding is limited and applications are handled first come, first served, the priority groups get an earlier opportunity to apply. If your household includes a young child, an older adult, someone with a disability, or you’re already dealing with a utility shutoff or qualifying propane shortage, mark October 1 on your calendar now.
If you’re applying under the general window, November 1 is your opening date. Either way, applying as soon as you’re eligible can help you avoid missing out if available funding is exhausted before the August deadline.
