Iowa is about to give some households a head start on heating help this winter, and if you’re an older adult or someone living with a disability, this is important to know. Starting Thursday, October 1, 2026, priority applications open for Iowa’s Low Income Home Energy Assistance Program (LIHEAP), also known as the Home Energy Assistance Program. Everyone else has to wait until November 1, so if you qualify for the early window, this is your chance to apply before the general application period begins.

Who Gets the October 1 Head Start?
Iowa’s LIHEAP program opens a full month early for households that include at least one person who is:
- age 60 or older; OR
- living with a disability.
If your household includes someone who meets either condition, you can apply starting October 1, 2026. The application period runs through April 30, 2027.
Other eligible Iowa households can begin applying November 1, 2026, with the same April 30 closing date.
Iowa accepts LIHEAP applications on a first-come, first-served basis, so it’s a good idea to apply as soon as your application window opens.
Do You Qualify for Iowa LIHEAP?
Both homeowners and renters can apply for Iowa LIHEAP, but you’ll need to meet the program’s eligibility requirements.
Generally:
- Your household income must be at or below 200% of the Federal Poverty Guidelines.
- Your household must have an energy burden.
- You must meet the program’s household requirements, including verification requirements related to household members and citizenship status.
One important note about the income limit: Iowa HHS has not yet posted the updated LIHEAP income table for the program period beginning October 1, 2026. The dollar amounts currently displayed by the state are specifically identified as applying through September 30, 2026, so check the current limits with your local Community Action Agency when you apply.
What Does LIHEAP Actually Pay For?
LIHEAP provides supplemental help with residential heating costs. It isn’t designed to pay your household’s entire energy bill.
The amount of assistance can vary based on factors such as:
- household income
- household size
- type of home
- type of heating fuel
- other household and energy circumstances considered by the program
LIHEAP generally provides a one-time benefit toward eligible heating costs rather than unrestricted cash.
If you’re facing a heating emergency, such as a utility disconnection, loss of heating fuel, or problems with your primary heating system, tell your local Community Action Agency when you contact them. Ask whether crisis assistance or other emergency energy help may be available for your situation.
How to Apply for Iowa LIHEAP
Iowa administers LIHEAP through local Community Action Agencies, so your first step is finding the agency that serves your county.
Start with the Iowa HHS LIHEAP page to find information about the program and your local agency.
Contact your Community Action Agency to find out how to submit your application and which documents you’ll need for the 2026–27 program year. Be prepared to provide information about your household, income, and home energy costs.
