If your electric bill spikes every summer because of the AC running non-stop, Kentucky has a program that can help — and applications are open right now. Here’s what it is, who qualifies, and exactly how to apply.
What is the Summer Cooling Program?
LIHEAP stands for the Low-Income Home Energy Assistance Program. It’s a federally funded benefit that helps low-income households pay for home energy costs. The “Summer Subsidy Cooling Component” is the summer version of this help — a one-time payment applied directly to your electric bill to offset cooling costs during the hottest months.
Who is Eligible?
Eligibility comes down mainly to household income. To qualify, your total household income needs to be at or below 150% of the Federal Poverty Guidelines. That threshold adjusts based on how many people live in your household, so a family of four has a higher income cap than a single person.
A few things worth knowing:
- You don’t need a disconnect notice. Unlike some energy assistance programs, you don’t have to already be behind on your bill, have received a shut-off notice, or be facing eviction to qualify.
- Past LIHEAP help doesn’t disqualify you. If you’ve received assistance from other LIHEAP components before, that doesn’t count against your eligibility for the Summer Subsidy.
How Do I Apply?
The 2026 application window runs August 3 through September 11, 2026. That’s it — there’s no extension built in. Applications are accepted on a first-come, first-served basis, and funding runs out once it’s gone. If you think you might qualify, the safest move is to apply as early in the window as possible rather than waiting until the deadline.
In Kentucky, the program is administered by Community Action Kentucky, working with the Kentucky Cabinet for Health and Family Services. Funding flows down from the U.S. Department of Health and Human Services as part of a block grant. Local Community Action Agencies — there are 23 of them, covering all 120 Kentucky counties — handle the actual applications. So reach out to your local Community Action Agency to apply!
What Will You Need to Apply?
Before you contact your local Community Action Agency, gather these documents so your application isn’t delayed:
- Proof of identity — a Social Security number or Permanent Resident Card (Green Card) for every member of the household.
- Proof of income — documentation of income for all household members from the previous month.
- Proof of electric service — your most recent electric bill, a letter from your landlord if electric is included in rent, or a statement from the utility company if you’re on a Pre-Pay Electric Program.
- Account information — the account number and the name on the account for both your main heating fuel source and your electric bill.
Having all four ready before you apply will make the process faster and smoother.
