If you live in Alexandria, Virginia and get a wastewater bill from AlexRenew, there’s a program you should know about before you fall further behind or face a shutoff. It’s called the Lifeline Emergency Assistance Program (LEAP), and it can put up to $1,000 toward your overdue bill.
Wastewater bills don’t get nearly as much attention as electric or gas bills, but they can pile up just as fast — and if you’re already juggling rent, groceries, and a dozen other bills, an extra $100+ balance can feel impossible to catch up on. LEAP exists specifically for situations like this.
Here’s everything you need to know.
What LEAP Covers
LEAP is a one-time grant that gets applied directly to your AlexRenew wastewater account. AlexRenew partnered with the Dollar Energy Fund, a nonprofit that administers hardship assistance programs, to run it. You’re not dealing with some unfamiliar third party trying to get your banking information — Dollar Energy Fund is a legitimate, long-standing organization that manages similar programs for utilities across several states.
A few important details:
- The program runs October 1, 2025 through September 30, 2026.
- Grants are first come, first served — funding is limited, so the earlier you apply, the better your chances.
- You can only receive one grant every three months. A full three months has to pass between your last grant and your next one.
- The maximum you can receive in the program year is $1,000, though your actual grant amount depends on your specific situation and need. There’s no guarantee you’ll get the max.
Who Is Eligible
To qualify, you’ll need to meet these basic requirements:
- Your outstanding balance must be at least $100. If you’re 62 or older, that threshold drops to just $50.
- Your account must be residential — a single home or apartment. Commercial or industrial accounts, and apartments with shared utility service, don’t qualify.
- The name on the account must belong to an adult currently living in the home. If the bill is in someone else’s name and they’ve moved out, that’s going to be a problem — the account holder needs to be the one applying, or at least still living there.
One thing worth noting: this program is open to all eligible applicants regardless of whether your service is currently on or off. So even if AlexRenew has already shut off your service, or you’re right on the edge of a shutoff, you can still apply.
If Your Service is Off (or About to Be Shut Off)
This is important, so pay close attention. If your service is already off, or about to be terminated, AlexRenew will review your case to figure out exactly how much money is needed to restore your service or stop the shutoff. If the maximum LEAP grant ($1,000) isn’t enough to cover that full amount, your application will be denied — not because you don’t qualify, but because the grant alone won’t solve the problem.
If that happens, you’ll get a notice explaining that you need to make an additional payment yourself to close the gap before you can be considered for assistance. It’s frustrating, but it’s better to know this going in: if you’re facing a large balance and a shutoff at the same time, start figuring out now whether you can pull together extra funds from another source, in case LEAP alone doesn’t cover it.
What You’ll Need to Apply
You don’t apply directly through AlexRenew or Dollar Energy Fund’s website. Instead, applications go through local Community Based Organizations that Dollar Energy Fund partners with to handle intake.
To find one near you, use Dollar Energy Fund’s Agency Finder tool.
When you apply, you’ll need a copy of your most recent AlexRenew utility bill, showing proof that you’ve made at least the minimum payment. You may also need to prove your income, residency, etc.
It’s a good idea to call ahead to the agency you’re matched with and ask exactly what else they need — some agencies request proof of income or other documents on top of the utility bill, and having everything ready the first time can speed things up.
Relief Recap
If you’re an AlexRenew customer with a wastewater bill you’re struggling to pay — whether your service is still on, already shut off, or hanging by a thread — LEAP is worth applying for. It won’t solve every financial problem, and the first-come-first-served funding means timing matters, but a grant of up to $1,000 can be the difference between staying current and falling into a deeper hole.
Don’t wait until your balance grows or your service gets cut off to look into this. Find your local partner agency through the Agency Finder tool, gather your most recent bill, and get your application in as soon as you can.
