Home repairs can get expensive fast, especially when the problem affects your safety. If you live in Provo, Utah, there is a city program that may be able to help.
The Provo Emergency Home Repair Grant Program can provide up to $15,000 for verified emergency repairs. This money is a grant, which means it does not have to be repaid.
What is the Provo Emergency Home Repair Grant?
This program helps eligible Provo homeowners pay for urgent repairs that affect the safety or livability of their home. It is not for remodeling, cosmetic updates, or general home improvements.
The city gives examples of emergency repairs that may qualify, including problems with mechanical, electrical, plumbing, or structural systems. Repairs may also qualify if they correct a health hazard, fix a roof leak, address damage caused by flooding or fire, or resolve another health and safety issue.
The city must inspect the home and decide whether the repair counts as an emergency before the work can be approved.
How much can you get?
Eligible homeowners may receive up to $15,000 for approved emergency repairs.
The city states that this is a grant, so repayment is not required. However, the city will review the repair, contractor bids, and required documents before approving the work.
Only repairs that are not covered by your homeowner’s insurance policy will be considered. The work also needs to be approved before it begins.
Who qualifies?
The City website says that you must meet the following requirements in order to qualify:
- You must own and live in the home in Provo, Utah.
- The home must be your primary residence.
- Your total household income (for all adult household members) must meet the income limits below.
- You must also fall into one of these groups:
- You must be age 60+; OR
- You must be on Social Security disability; OR
- You must be an active-duty member of the US Armed Forces
As of the city’s June 1, 2026 program documents, the income limits are:
- 1 person: $66,750
- 2 people: $76,300
- 3 people: $85,850
- 4 people: $95,350
- 5 people: $103,000
- 6 people: $110,650
- 7 people: $118,250
- 8 people: $125,900
Mobile homes may also be eligible under the program.
What documents do you need?
Incomplete applications will not be accepted, so it is important to gather your documents before you apply.
The city says applicants may need to provide:
- A completed and signed application;
- Income verification, such as Social Security statements, retirement income records, or pay stubs;
- Proof of citizenship or eligible immigration status for household members;
- Social Security cards for all household members;
- Current bank statements;
- Tax returns for the past three years;
- Proof of ownership, such as a mortgage statement or bill of sale;
- Proof of homeowner’s insurance;
- A Social Security Disability letter, if applying based on disability; and
- Active-duty military documentation, if applying as a military household.
How does the process work?
First, you need to submit a complete application to Provo City. Applications are available online through the city’s Neighborly portal, and paper applications are also available.
After your application is submitted, the city reviews your eligibility. If you appear eligible, a city inspector will visit the home to determine whether the repair is truly an emergency.
If the repair is approved as an emergency, you will need to get contractor bids. The city page and application mention three bids, while the policy document mentions two bids, so applicants should follow the most current instructions from city staff.
The city generally selects the lowest acceptable bid. They will send documents to the homeowner and the contractor for signatures. Once the signatures are completed, the work can begin.
Do not start the repair before the city approves it. The program only covers work that has been approved in advance.
