The City of Philadelphia’s Basic Systems Repair Program (BSRP) provides free emergency repairs for qualifying low-income homeowners. What Is the Basic Systems Repair Program?
The Basic Systems Repair Program provides free repairs to correct emergency problems in owner-occupied homes throughout Philadelphia. The program is administered through the Philadelphia Housing Development Corporation (PHDC) and funded by the City of Philadelphia.
According to PHDC, eligible repairs may include:
- Dangerous electrical conditions, such as sparking or overheating wiring
- Broken or leaking sewer lines
- Broken or leaking water service lines
- Certain utility or code violations issued by the Water Department, Philadelphia Gas Works (PGW), PECO, or Philadelphia Licenses & Inspections (L&I)
- Limited structural and carpentry repairs
- Certain qualifying roof emergencies (such as leask that cause a 4 sq ft or larger section of ceiling to collapse)
They can also provide free emergency heater repairs. However, for that service, you need to call the Heater Hotline at (215) 568-7190 to get started.
Who Qualifies?
To be eligible for assistance, homeowners must generally:
- Own and live in a single-family home in Philadelphia that needs repairs
- Meet the program’s income guidelines (currently starting at $85,900 per year for a single person)
- Be current on property taxes and water bills (or be current on a payment plan)
- Not own any other residential property
The program is intended for owner-occupants and is not available for rental properties or second homes.
How to Apply
Philadelphia homeowners can start the application process online through the One Philly Front Door system. You can also call a PHDC operator.
Applicants should be prepared to provide information about:
- Household income
- Household members
- Property ownership
- The emergency repair needed
Supporting documentation may help demonstrate the emergency, including:
- L&I violation notices
- Utility defect notices
- Photos showing qualifying damage
- Sewer backup documentation
- PGW heater notices or defect tags

Is There a Deadline?
At the time of writing, the Basic Systems Repair Program operates on an ongoing basis and does not have a published application deadline.
Because emergency repairs are prioritized based on urgency, homeowners should apply as soon as a qualifying problem develops.
