31 Easy Ways to Get Oregon Rent Assistance

There are many ways to get Oregon rent assistance! We’ve scoured the web and countless resource directories to bring you the most comprehensive, accurate and up-to-date guide to rent relief in your state.

Statewide Oregon Rent Assistance Programs

There are a handful of programs that can help you regardless of where you live in the state. For more local programs, be sure to stick around!

Oregon Emergency Rental Assistance Program (OERAP)

The Oregon Emergency Rental Assistance Program is currently paused as the state processes the current application backlog and awaits more funding. The state expects to reopen the program in mid-January if funds allow. You can check back on the status of this program on the OERAP website.

This program was designed to help people in Oregon who have been financially impacted by COVID-19. The program could provide up to 15 months of assistance with rent and utilities.

In order to be eligible for this program, you must meet the following criteria:

  • You must be a renter in Oregon.
  • You must meet income limits.
  • You must have someone in your household who has been financially impacted by COVID-19.
  • You must have someone in your household who is at risk of housing instability.

ColumbiaCare

ColumbiaCare serves Oregon, Washington and Idaho with assistance and self-sufficiency programs. Their services include rental assistance, as well as housing supports, crisis services, suicide prevention, veterans programs, education and employment services and more.

Community Action Agencies

Community Action Agencies receive grants and funding to assist their communities with many different needs. Many of these agencies offer rent assistance, although specific program details may vary by location.

Oregon is served by 17 separate Community Action Agencies.

Immigrant and Refugee Community Organization (IRCO)

The Immigrant and Refugee Community Organization serves immigrants, refugees and community members from locations in Portland and Ontario. Their services include rent assistance, employment and training programs, family programs and workshops, early childhood programs, senior meals, tutoring and academic programs, legal services, language services and much more.

Indian Housing Authority

Tribes maintain their own Housing Authorities, which can often assist tribal members who do not live in tribal lands. For example, the Coquille Indian Housing Authority can provide assistance to Native Americans and Alaska Natives who reside in Coos, Curry, Douglas, Jackson and Lane Counties.

St. Vincent de Paul

The Society of St. Vincent de Paul is an organization that often provides rental assistance and other social services. These funds are usually managed by local churches. For details, contact your local Council.

The Salvation Army

The Salvation Army often offers rental assistance, so it’s always a good idea to check with your local Salvation Army chapter when you need help with housing. Even if they can’t help you, they can likely point you toward someone who can.

Local Oregon Rent Assistance Programs

Some of the best rent relief programs are very local. These programs are administered by local organizations and charities, and are often only available in a small geographic area such as a certain city or county. We’ve organized these local programs alphabetically by county for your convenience.

Benton County

St. Mary’s Catholic Church

St. Mary’s Catholic Church has several outreach ministries that help people in the area. These include a community kitchen and a St. Vincent de Paul chapter. They also have a Poor Fund to help people who live within the parish boundaries in Benton County with emergency expenses like rent, utility bills and gas.

Vina Moses Center

The Vina Moses Center provides an Emergency Financial Assistance Program that can help with rent, utilities, prescriptions and other urgent financial needs. They also operate a free thrift store where everything is free, including clothing, household goods, food and other items donated by the community. The free store does NOT have furniture, full-sized appliances or other large items.

We Care

We Care provides emergency financial assistance to Benton County residents. These funds are usually used for rent and utilities, although I did not see a limit for what the funds could be used for on their website.

Clackamas County

Impact NW

Impact NW offers some Oregon rent assistance programs, as well as other early childhood services, youth and family services, help with utilities and food, specialized help for seniors, and specialized assistance for the Slavic community.

Clatsop County

Clatsop Community Action

Clatsop Community Action has a variety of housing services, including short-term rental assistance, one-time shelter assistance, and an Elderly Rental Assistance (ERA) program for low income seniors who are homeless or have unstable housing conditions.

Harney County

Harney County Senior & Community Services Center

The Center has some housing programs that may be able to help you. These include foreclosure intervention and counseling, rental assistance and residential rehabilitation home repair programs.

Jackson & Josephine Counties

Upper Rogue Community Center

If you live in the Upper Rogue Area, you may be able to receive assistance with rent, utilities, food, clothing and even medical equipment from the Upper Rogue Community Center. This organization offers a wide variety of services that help low income residents!

Lane County

Catholic Community Services of Lane County

Catholic Community Services of Lane County offers food boxes, rental assistance, utility assistance and more. For more information, visit their website.

Centro Latino Americano

Centro Latino Americano provides a range of services for Latino families. They can provide some crisis assistance, as well as help accessing benefit programs. It appears that they can provide direct assistance with rent in emergency situations. They can also assist with food, bus passes, diapers, employment advocacy, notary services and more.

Looking Glass Community Services

Looking Glass Community Services provides many services to youth and families in Lane County. They can provide short-term Oregon rent assistance, as well as specialized help for homeless youth including clothing, food, and other basic needs. They also provide educational and vocational services, an independent living program, residential services, mental health services and more.

Malheur County

Community In Action

Community In Action provides an Oregon rent assistance program for households in Harney and Malheur Counties. For more information on their requirements and services, visit their website.

Marion County

City of Salem Emergency Rental Assistance Program (Salem)

In order to receive rent assistance from this program, you will need to have a 72-hour eviction notice.

Congregations Helping People

CHP Salem can help you with rental assistance if you have received a 72-hour notice or a 14-day court-ordered eviction notice. You will need to provide a current ID and proof of income in order to receive assistance.

Easterseals Oregon

The Easterseals coordinate the Supportive Services for Veteran Families (SSVF) program in Marion County, which provides housing-insecure veterans and their families with rent assistance, case management and more.

Silverton Area Community Aid

If you are a resident of the Silver Falls School District area, then SACA may be able to assist you with rent. They can also help with bus tickets, gas vouchers, propane, dental and more.

Multnomah County

Cascade AIDS Project

The Cascade AIDS Project (CAP) serves those who are living with HIV/AIDS. If you qualify, you may be able to receive assistance with housing application fees, first month’s rent, security deposits and utilities. You may also be able to receive emergency rent assistance to avoid eviction or mortgage assistance to avoid foreclosure.

El Programa Hispano

El Programa Hispano provides many valuable services, including limited short term rental assistance funds for residents in Multnomah County. They also offer help with utilities, career development, housing searches, and employment services.

Human Solutions

Human Solutions can provide some rental assistance in some circumstances. They also offer assistance with shelters, advocacy, utilities assistance, employment programs and other resources.

Insights Teen Parent Services

Young parents who live in Multnomah County may be able to receive short-term rental assistance for young parents through the Housing Assistance to Pregnant and Parenting Youth (HAPPY) program. This program serves young parents up to age 22.

NAYA Family Center

The Native American Youth and Family Center (NAYA) serves the Native American community in Portland with Oregon rent assistance programs, as well as longer-term housing stability assistance. They also offer a food pantry, clothing closet, energy services, and more.

Northwest Pilot Project

Multnomah County seniors (age 55+) who are capable of independent living may be able to receive help maintaining safe and stable housing through the Northwest Pilot Project. This program can provide advocacy, permanent housing placement, and more. They can even provide assistance with move-in deposits, basic furniture and moving assistance! Rent assistance is available for eviction prevention purposes.

Once you are enrolled in their Housing Services program, you may also be able to receive assistance with transportation to medical appointments, shopping, housing-related appointments or personal business.

Transition Projects (Portland Metro)

Transition Projects provides assistance with rent in the Portland metro area. In addition to their supportive housing services, Transition Projects also has a resource center that provides restrooms, showers, laundry, haircuts, clothing, nutrition services, lockers, mail service, and assistance getting IDs and birth certificates.

Polk County

Polk County Resource Center

The Polk County Resource Center helps individuals and families in their county with emergency financial assistance and basic needs supplies. They can provide funds for Oregon rent assistance, utilities, deposits, ID fees, transportation assistance or application fees. They also have helpful supplies on-site, including food, hygiene supplies, diapers and formula, transportation assistance, household items, school supplies, pet food and more.

Tillamook County

Community Action Resource Enterprises (CARE)

CARE is the access point for Coordinated Entry into the homeless system for Tillamook County. In addition to coordinating homeless resources, CARE also offers eviction prevention programs, one-time rental assistance, SSVF rental assistance for veterans, home TBA, re-housing programs and more. Washington County

AnyDoor Yamhill

AnyDoor Yamhill provides coordinated entry to Yamhill County’s housing programs. They can help you coordinate with rental deposit assistance, housing search assistance and other Oregon rent assistance programs.
